Kenya remains highly exposed to climate variability, with arid and semi-arid regions regularly affected by drought and communities in low-lying areas increasingly vulnerable to flooding. Sudan and South Sudan face similarly complex crises, shaped by the intersection of conflict, economic fragility, and worsening climate conditions, including severe seasonal flooding that has increasingly undermined livelihoods and food security in recent years. In Uganda, climate pressures, including drought and erratic rainfall compound the needs of one of Africa's largest refugee populations.REACH is active across the region with established presence in Somalia, Kenya, Sudan, South Sudan, and Uganda, supporting humanitarian decision-making through multi-sector needs assessments, food security analysis, and market monitoring. Building on this foundation, REACH is scaling up its climate and loss and damage portfolio across the region.<h2>POSITION PROFILE</h2>The Climate Specialist will serve as the primary IMPACT/REACH technical resource for any climate and loss and damage activities and will contribute to growing REACH’s climate and resilience portfolio across the Horn of Africa. Based in Nairobi, the position will involve regular travel in the region, particularly to Somalia, and close collaboration with Acted, relevant ministries, and community-level stakeholders.The ideal candidate will combine strong technical skills in climate and humanitarian research with a deep understanding of loss and damage concepts – including both economic loss and damage (ELD) and non-economic loss and damage (NELD) – and a commitment to community-centred, locally led approaches. They will be equally comfortable leading rigorous quantitative data collection and engaging participatory, qualitative research methodologies.<h2>RESPONSIBILITIES</h2>Research Planning and Design<ul><li>Serve as the lead researcher for all climate / loss and damage-related research cycles, ensuring that assessments are planned in line with project objectives, IMPACT research cycle guidelines, and donor requirements.</li><li>Design and develop community-level L&amp;D assessment frameworks (pre- and post-intervention), ensuring tools capture both quantitative and qualitative dimensions of loss and damage and reflect community-defined priorities.</li><li>Design assessment(s) related to NELD dimensions such as cultural identity, traditional customs, dietary diversity, and livelihood disruption.</li><li>Stay abreast of evolving global evidence on L&amp;D methodologies, valuation approaches, and climate attribution, and integrate best practices into REACH’s assessment designs.</li><li>Ensure all research designs are validated by IMPACT HQ before data collection begins.</li></ul>Research Implementation<ul><li>Provide support to colleagues leading on data collection activities related to climate / loss and damage, including enumerator training, field supervision, and quality assurance.</li><li>Lead or contribute to key informant interview (KII) processes with community leaders, local authorities, youth representatives, women’s groups, and other local stakeholders, ensuring inclusive and participatory data collection.</li><li>Conduct or supervise remote sensing analysis and secondary data review to document and quantify L&amp;D, including through analysis of satellite imagery, drought indices, and land degradation indicators.</li><li>Ensure all data is collected, stored, and managed in line with IMPACT Data Management Guidelines and applicable data protection policies.</li><li>Monitor data collection progress and promptly flag any challenges or methodological deviations to the relevant data collection lead and line manager.</li></ul>Data Analysis and Product Drafting<ul><li>Lead analysis of household- and community-level L&amp;D data, applying appropriate quantitative and qualitative methods to generate robust, evidence-based findings.</li><li>Analyse how climate-affected households allocate cash compensation/recovery support, with particular emphasis on whether and how transfers support resilience-building, livelihood diversification, and adaptive strategies — rather than merely restorative, asset-replacement responses.</li><li>Document community-level perceptions of L&amp;D impacts and recovery priorities, synthesising findings on both ELD and NELD.</li><li>Draft timely, high-quality research outputs including assessment reports, factsheets, briefs, and presentations in line with IMPACT guidelines and quality standards.</li><li>Ensure all products are reviewed and validated by IMPACT HQ before external release.</li></ul>Knowledge Generation and Adaptive Learning<ul><li>Document lessons learned and best practices from climate / L&amp;D research</li><li>Contribute to wider IMPACT and REACH knowledge products on climate and L&amp;D methodologies, community-level data collection approaches, and climate-resilient recovery, ensuring findings are relevant to global learning processes.</li><li>Support the dissemination of findings to key stakeholders in-country and the wider humanitarian and climate policy community, where relevant.</li><li>Contribute to the development of replicable methodologies for household- and community-level climate and L&amp;D data collection, attribution, and reporting, with a view to informing national L&amp;D systems and global best practice.</li></ul>External Engagement and Coordination<ul><li>Represent IMPACT in relevant coordination mechanisms, technical working groups, and stakeholder forums related to climate, loss and damage, food security, and humanitarian response.</li><li>Engage proactively with relevant ministries to support the integration of household- and community-level L&amp;D data into national monitoring systems and policy frameworks.</li><li>Under the guidance of the Country Representative/Deputy Country Representative, maintain strong working relationships with NGOs, UN agencies, local and national government counterparts, civil society organisations, and community representatives.</li><li>Present research findings to external partners to maximise uptake and impact.</li><li>Ensure all partner engagement is clearly documented and communicated to the line manager and relevant colleagues.</li></ul>Project Cycle Management<ul><li>Ensure compliance with project cycle management requirements at all phases, including planning, implementation, monitoring, and reporting.</li><li>Track deliverables and timelines across all climate/L&amp;D research outputs and alert the line manager to any risks to delivery.</li><li>Contribute to donor reporting by drafting narrative sections on research activities and findings.</li><li>Participate in project kick-off, review, and completion meetings as required.</li><li>Other tasks as requested by the line manager.</li></ul>Data Confidentiality and Protection<ul><li>The Climate Specialist will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and standard operating procedures. He/she will actively take measures to prevent the unauthorised sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.</li></ul><h2>REQUIREMENTS</h2>Essential<ul><li>Excellent academic qualifications, preferably including a Master’s degree in Climate Science, Environmental Studies/Policy, Disaster Risk Reduction, Development Studies, Social Science, or a relevant discipline.</li><li>At least 3–5 years of relevant working experience in humanitarian, resilience, or climate-related research or programming. Experience in East Africa or the Horn of Africa strongly preferred.</li><li>Demonstrable knowledge of climate change, drought, food security, and livelihoods dynamics in fragile or conflict-affected contexts. Knowledge of key climate and loss and damage policy frameworks required. Strong understanding of loss and damage concepts - including both ELD and NELD - is highly desirable.</li><li>Proven experience designing and managing quantitative and qualitative research cycles, including household surveys, key informant interviews, and participatory community assessments. Experience with remote sensing or geospatial analysis is a strong asset.</li><li>Excellent quantitative and qualitative analytical skills. Proficiency in Microsoft Excel required, and in statistical software (R, SPSS, Stata, or equivalent) desirable.</li><li>Excellent written and spoken English. <h2>COUNTRY PROFILE</h2>
Somalia has been experiencing a multi-layered, complex, and protracted crisis over the past three decades, in particular, due to periodic disasters and climate-driven shocks, such as droughts and flooding. This has led to much internal displacement resulting in large IDP populations in urban areas. IMPACT began working in Somalia in 2012 in order to fill information gaps and provide timely data on the humanitarian needs of displaced and vulnerable populations. The compound and complex nature of the crisis continues to influence displacement patterns and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors.
In 2016 REACH was deployed in Kenya and has since then been providing information on the needs and intentions of refugees residing in the Dadaab and Kakuma refugee camps. Beyond the multi-sectoral focused work, IMPACT has become the go-to partner of the Kenya and Somali Cash Consortia, covering the post-distribution monitoring in a variety of contexts and multi-purpose cash programs
Currently, the Horn of Africa is experiencing the third drought episode in a decade, following three consecutive failed rainy seasons. The drought is compounding existing food insecurity among both pastoral and farming populations, and needs are spiking across the region – between 12 and 14 million people are currently estimated to be facing high levels of food insecurity and water shortages. Historically rare climate variability, climate change, vulnerability, and exposure are creating an exceptional and extremely concerning level of risk for food security and livelihoods, which could drive rising levels of acute malnutrition and mortality through mid-to-late 2022.
<h2>FUNCTIONS</h2>
Under the line management of the IMPACT Senior Assessment Officer in Somalia, the MSNA Assessment Officer is responsible for the implementation of IMPACT’s MSNA research cycle in Somalia, including the preparation, data collection, analysis, drafting, dissemination and evaluation stages. Throughout the MSNA, the MSNA Assessment Officer engages with partners to promote their participation and maximize their impact. He/she also ensures an efficient and transparent use of resources required for project implementation. In his/her mission, the MSNA Assessment Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.
<h2>BACKGROUND ON MULTI-SECTOR NEEDS ASSESSMENTS</h2>
IMPACT HQ in Geneva supports the work of Multi-Sector Needs Assessments (MSNAs) in more than 20 countries. As a result of the World Humanitarian Summit and the Grand Bargain, a commitment was made to “impartial, unbiased, comprehensive, context sensitive, timely and up-todate” joint needs assessments that can serve as “a sound evidence base for humanitarian response plans.” These exercises have been informing consolidated humanitarian appeals since 2016. Since 2016, the number of MSNAs supported by REACH has more than quadrupled; MSNA data continues to influence flagship humanitarian response processes such as Humanitarian Needs Overviews and Humanitarian Response Plans (HNOs/HRPs). This indicates that evidence-based decision making is increasingly becoming a cornerstone of effective humanitarian action.
<h2>RESPONSIBILITIES</h2>
The MSNA Assessment Officer is responsible for overseeing the planning, implementation and follow up of the MSNA, in close coordination with other team members and with relevant external partners. In doing so, the MSNA Assessment Officer will ensure an effective management of and close working relationship with staff on related projects and other resources.
More specifically the MSNA Assessment Officer is responsible for the following:
RESEARCH PLANNING:
<ul>
<li>Anticipate knowledge gaps prior to the execution of the MSNA;</li>
<li>Ensure that required secondary data review and/or analysis has been conducted in preparation of the assessment as well as during the product production phase.</li>
<li>Ensure that the MSNA is planned in line with the country strategy, relevant research and project objectives and with IMPACT’s research cycle and other relevant guidelines;</li>
<li>Design research approaches and methodologies according to IMPACT’s requirements and principles as well as partners’ information needs;</li>
<li>Compose and construct, in close coordination with GIS and data teams, qualitative and quantitative data collection tools;</li>
<li>Prepare the ToRs and ensure their validation by HQ before any data collection begins;</li>
<li>Ensure relevant stakeholders and partners are engaged in research design and planning.</li>
</ul>
RESEARCH IMPLEMENTATION
<ul>
<li>In close liaison with field officer(s), ensure that required enumerators are identified and trained for primary data collection;</li>
<li>In close liaison with field officer (s), Monitor data collection, ensuring its correct implementation in line with agreed TORs;</li>

<li>Keep track of progress and delays of all assigned assessments throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;</li>
<li>In close liaison with field officer (s), Ensure logistics, financial, administration, security and HR processes directly related to ongoing and upcoming assessments are appropriately planned, implemented and coordinated with the relevant ACTED departments;</li>

<li>In close liaison with field officer (s), Ensure that data is revised and cleaned, and that all revisions are recorded;</li>

DRAFTING OF RESEARCH PRODUCTS

<li>Ensure the drafting of timely and accurate outputs that consolidate the analyses from each research cycle into relevant products such as factsheets, reports, briefs, presentations, etc which comply with IMPACT’s guidelines and quality standards;</li>
<li>Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their impact in line with their intended use;</li>
<li>Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps or interactive web-portals, as relevant;</li>
<li>Follow the designated timeline of reports to be submitted to project partners and donors. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;</li>
<li>Maintain regular communication with country Management and IMPACT HQ on progress and deadlines for written products;</li>
<li>Ensure that all written products are validated by IMPACT HQ before external release.</li>
</ul>
EXTERNAL ENGAGEMENT
<ul>
<li>Ensure that relevant partners are consulted and involved at all stages of research cycle: assessment preparation; data collection; data analysis; review of research products; product dissemination; and lessons learnt;</li>
<li>After validation by the line manager, represent IMPACT in relevant meetings/ working groups;</li>
<li>Follow up on issues identified by partners or during meetings / working groups;</li>
<li>Promote an active use of datasets and research findings by partners and the broader humanitarian community for their decision making;</li>

KNOWLEDGE SHARING AND LEARNING PROCESSES

<li>In coordination with country management, support the conduct of monitoring and evaluation for each Research Cycle, as specified in the research ToRs and in line with IMPACT Guidelines;</li>
<li>Generate and document robust lessons learned at the end of each Research Cycle;</li>
<li>Ensure knowledge and learning processes are shared with other Units and teams within mission, and with HQ;</li>
<li>When required, provide feedback to appropriate global organizational knowledge learning tools.</li>

PROJECT CYCLE MANAGEMENT
For relevant projects, ensure compliance to project cycle management requirements and guidelines at all phases;

<li>Before project start, ensure the organization of a kick off meeting and the availability of key project management documentations to plan the efficient use of assets, financial and human resources;</li>
<li>In close coordination with line management, finance and grants colleagues, monitor and regularly update the use of assets, financial and human resources, in full compliance with IMPACT’s guidelines; this includes maintaining an oversight of budget availability and expenditure for assessment activities;</li>
<li>Ensure that project deliverables and requirements are tracked, met and complied to;</li>
<li>Ensure that any issue in relation to project implementation is reported to the line manager, finance and grants colleagues, and HQ;</li>
<li>Ensure that a project completion meeting is held and documented for all relevant projects;</li>
<li>Support the line manager, finance and grants colleagues in drafting of relevant project narrative and financial reports;</li>
<li>Other tasks as requested by supervisors.</li>

TEAM MANAGEMENT AND CAPACITY BUILDING

<li>Participate in regular meetings with relevant national and international assessment staff members to assess progress on aspects of the MSNA and to review work plan;</li>

<li>Ensure that project/field staff are given required training and resources to achieve their tasks in line with IMPACT and project requirements;</li>
<li>Be available to provide regular support and technical backstopping; regularly debrief team members to receive feedback on the progress of an activity;</li>
<li>In coordination with line manager, contribute to conduct induction for new staff members, including training in basic technical competencies for research design, implementation and analysis;</li>
<li>Support to the line managers and specialists in the development and implementation of capacity training plans for team members.</li>

<h2>COUNTRY PROFILE</h2>
Somalia has been experiencing a multi-layered, complex, and protracted crisis over the past three decades, in particular, due to periodic disasters and climate-driven shocks, such as droughts and flooding. This has led to much internal displacement resulting in large IDP populations in urban areas. IMPACT began working in Somalia in 2012 in order to fill information gaps and provide timely data on the humanitarian needs of displaced and vulnerable populations. The compound and complex nature of the crisis continues to influence displacement patterns and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors.
In 2016 REACH was deployed in Kenya and has since then been providing information on the needs and intentions of refugees residing in the Dadaab and Kakuma refugee camps. Beyond the multi-sectoral focused work, IMPACT has become the go-to partner of the Kenya and Somali Cash Consortia, covering the post-distribution monitoring in a variety of contexts and multi-purpose cash programs
Currently, the Horn of Africa is experiencing the third drought episode in a decade, following three consecutive failed rainy seasons. The drought is compounding existing food insecurity among both pastoral and farming populations, and needs are spiking across the region – between 12 and 14 million people are currently estimated to be facing high levels of food insecurity and water shortages. Historically rare climate variability, climate change, vulnerability, and exposure are creating an exceptional and extremely concerning level of risk for food security and livelihoods, which could drive rising levels of acute malnutrition and mortality through mid-to-late 2022.
<h2>FUNCTIONS</h2>
Under the line management of the IMPACT Public Health Unit Research Manager the Rapid Needs Assessment Officer is responsible for the implementation of IMPACT’s research cycles in emergency contexts of Somalia and where relevant Kenya as well, including the preparation, data collection, analysis, drafting, dissemination and evaluation stages. Throughout research cycles, the Rapid Needs Assessment Officer engages with partners to promote their participation and maximize their impact. He/she also ensures an efficient and transparent use of resources required for project implementation. This can include the direct supervision of assessment teams.
In his/her mission, the Rapid Needs Assessment Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.
<h2>RESPONSIBILITIES</h2>
The Rapid Needs Assessment Officer is responsible for overseeing the planning, implementation and follow up of research cycles to strengthen real time monitoring and key gathering data especially in hard to reach locations, in close coordination with other team members and with relevant external partners. In doing so, the Rapid Needs Assessment Officer will ensure an effective management of related projects and resources.
More specifically the Rapid Needs Assessment Officer is responsible for the following:
RESEARCH PLANNING:

<li>Anticipate knowledge gaps prior to the execution of a Research Cycle;</li>
<li>Ensure that required secondary data review and/or analysis has been conducted in preparation of an assessment;</li>
<li>Ensure that all research cycles are planned in line with the country strategy, relevant research and project objectives and with IMPACT’s research cycle and other relevant guidelines;</li>
<li>Design research approaches and methodologies according to IMPACT’s requirements and principles as well as partners’ information needs;</li>
<li>Compose and construct, in close coordination with GIS and data teams, qualitative and quantitative data collection tools;</li>
<li>For each research cycle, prepare ToRs and ensure their validation by HQ before any data collection begins;</li>
<li>Ensure relevant stakeholders and partners are engaged in research design and planning.</li>
</ul>
RESEARCH IMPLEMENTATION
<ul>
<li>In close liaison with field officer(s), ensure that required enumerators are identified and trained for primary data collection;</li>
<li>In close liaison with field officer (s), Monitor data collection, ensuring its correct implementation in line with agreed TORs;</li>
<li>In close liaison with field officer (s), Manage assessment logistics, including with partner organizations, identifying assessment areas, facilitating design workshops, managing joint data collection processes, and facilitating joint analysis workshops;</li>
<li>In close liaison with field officer (s), Ensure regular situation updates on data collection are produced and circulated to line manager, relevant colleagues and external counterparts. Provide support and follow up on identified challenges during the data collection process;</li>

Ensure that all changes to the methodology are documented throughout implementation, and that any change is formally validated by IMPACT HQ;</li>
<li>Keep track of progress and delays of all assigned assessments throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;</li>
<li>In close liaison with field officer (s), Ensure logistics, financial, administration, security and HR processes directly related to ongoing and upcoming assessments are appropriately planned, implemented and coordinated with the relevant ACTED departments;</li>
<li>Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines and with the ToRs;</li>
<li>In close liaison with field officer (s), Ensure that data is revised and cleaned, and that all revisions are recorded;</li>
<li>In close liaison with data colleagues Provide data analysis on primary and/or secondary data as per ToRs, ensuring that meaningful techniques are used to analyze the data collected;</li>
<li>Ensure that data and its analysis are validated by IMPACT HQ before product drafting stage;</li>

DRAFTING OF RESEARCH PRODUCTS

<li>Ensure the drafting of timely and accurate outputs that consolidate the analyses from each research cycle into relevant products such as factsheets, reports, briefs, presentations, etc which comply with IMPACT’s guidelines and quality standards;</li>
<li>Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their impact in line with their intended use;</li>
<li>Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps or interactive web-portals, as relevant;</li>
<li>Follow the designated timeline of reports to be submitted to project partners and donors. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;</li>
<li>Maintain regular communication with country Management and IMPACT HQ on progress and deadlines for written products;</li>
<li>Ensure that all written products are validated by IMPACT HQ before external release.</li>
