Job Purpose
Lead in all designing, implementation, reporting on criminal justice reform interventions under the strategic plan. Establish and nurture effective relationships and partnerships with criminal justice, civil society and grassroot based networks for effective delivery of reform interventions. Coordination IMLUs work to research, identify, analyse, develop, and manage high-impact strategies for an effective criminal justice towards Accountability, Healing and Justice.
Main Responsibilities of the Jobs
<ul>
<li>Managerial / Supervisory/ Operational Responsibilities or roles:</li>
<li>Assist the Lead Treaty Body and Criminal Justice Reforms in preparation for treaty body reporting and implementation of treaty body concluding observations and recommendations within the criminal justice sector;</li>
<li>Assist the Lead Treaty Body and Criminal Justice Reforms domestication of treaty body obligations;</li>
<li>Design criminal justice reforms interventions in line with the strategic plan,</li>
<li>Identify and maintain structured and effective engagements with criminal justice actors, parliament, media, civil society to facilitate criminal justice reform;</li>
<li>Establish and or strengthen and coordinate civil society partnerships for effective delivery of criminal justice reform;</li>
<li>Develop funding proposals and ensure adequate budgeting for criminal justice reform priorities;</li>
<li>Researches, drafts, and manages the production and distribution of a variety of written products, such as reports, issue briefs, position papers, and op-eds, that advance criminal justice reform work and translate research findings for a broader audience;</li>
<li>Analyzes national and county legislative proposals, administrative policies, practices and regulatory changes in relation to promotion, protection and fulfilment of human rights and fundamental freedoms and designs effective advocacy interventions to influence and or advocacy for reform;</li>
<li>Conducts quantitative and qualitative research;</li>
<li>Lead in translating IMLU case file data into effective advocacy and influencing material</li>
<li>Maintain high profile and visibility in all media and other spaces of IMLU’s Criminal Justice Reforms pillar;</li>
<li>Perform other duties as assigned</li>
</ul>
KNOWLEDGE, SKILLS AND EXPERIENCE
Minimum level of academic qualification required to perform effectively in the role:
<ul>
<li>Bachelor’s Degree in Law (LLB) or Bachelor’s Degree in social sciences with requisite qualifications in international human rights law, criminology or criminal justice.</li>
<li>Knowledge and Skills required to perform effectively in the role:</li>
<li>Excellent communication, interpersonal and negotiation skills.</li>
<li>Excellent organisational and problem-solving skills</li>
<li>Knowledge of the project management cycle and public administration</li>
<li>Excellent IT skills, with working knowledge of the various packages.</li>
<li>Understanding of the imperatives of criminal justice reform in Kenya</li>
<li>Knowledge of international human rights law</li>
<li>Demonstrable experience of the Kenya Constitution and Kenyan law relating to criminal justice, with a preference for human rights law;</li>
<li>Demonstrable experience, skills and understanding of the roles of leading, managing, implementing and delivering impactful advocacy interventions</li>
</ul>
Minimum level of professional qualification required to perform effectively in the role:
<ul>
<li>A diploma in law or equivalent qualifications is a plus;</li>
<li>Knowledge and experiential expertise as well as a proven track record in the criminal reforms sector.</li>
<li>Knowledge of criminal justice research and policy making at the grass root level and national level</li>
<li>Established relationships with the Judiciary, community grass root groups, NGOs, research institutions, policymakers, advocates, and community leaders. State officers are a plus.</li>
<li>Excellent presentation, written, and oral communication skills.</li>
<li>Strong analytical skills; quantitative skills are a plus.</li>
<li>Proven team player who works well and effectively with a vast audience.</li>
<li>Strong political instincts and experience working with development partners</li>
<li>Ability to prioritise, multitask, and meet deadlines in a fast-paced environment.</li>

<li>Minimum: At least 2 years experience in a criminal justice reform space -NGO</li>
<li>Desirable: At least 4 years of experience in a related position in a reputable human rights organisation and as a member of a recognized association in Kenya.</li>

Technical lead – Criminal Justice

JOB PURPOSE
To provide leadership in all IT system-related functions within IMLU and general administrative support relating to programmes, HR, finance and procurement.
MAIN RESPONSIBILITIES OF THE JOBS
Managerial / Supervisory/ Operational Responsibilities or roles:
INSTITUTIONAL IT ROLES
<ul>
<li>Leads in all IT-related matters including the development of an institutional IT policy;</li>
<li>Leads in ensuring all IT equipment is in working condition;</li>
<li>Performs routine IT maintenance including troubleshooting, repairs, and allocation of equipment;</li>
<li>Supervises the external IT support person; identifying weekly assignments, and submitting reports to the line manager on weekly work completed by the external consultant;</li>
<li>Leads in IT-related contracting and up-to-date service provider contracts;</li>
<li>Maintains an accurate record of IT equipment allocation to staff and the status of all IT equipment;</li>
<li>Maintains IT systems to ensure that they are functional; safe and secure, accessible, and up-to-date;</li>
<li>Maintains and updates as necessary, all hardware and software configurations to ensure optimum operations in all departments;</li>
<li>Schedules periodic servicing and repairs, and upgrading/updating of IT equipment;</li>
<li>Ensures Backup data daily to avoid data loss;</li>
<li>Ensures CCTV is running, and pictures are of good quality;</li>
</ul>
ADMINISTRATIVE ROLES
<ul>
<li>Maps out service providers before/during or after filed work such as financial support/reimbursement of clients by offering proper support to ensure that core business is undertaken;</li>
<li>Supports in developing and maintaining a programme’s client database in MS Access;</li>
<li>Assists in the procurement of stationery and other programme-related materials by sourcing relevant quotations from relevant sources and ensuring delivery to the relevant departments, monthly;</li>
<li>Providing logistical support to the Programmes department to ensure the smooth running of programme operations;</li>
<li>Assists in doing follow-ups with the relevant head of departments on the use of cabs by relevant officers as indicated in the cab vouchers;</li>
<li>Assists the HR and Administration officer in providing Administrative support to matters relating to HR and procurement; and</li>
<li>Makes travel and accommodation arrangements for programmes staff, board and stakeholders</li>
<li>Any other duty assigned by the Supervisor from time to time.</li>

IT and Administration Assistant

JOB PURPOSE
This position is responsible for leading in designing and implementing the organization’s community and networks engagement interventions in relation to criminal justice reform, access to justice and accountability. Empowering communities, organising for change, establishing communities of practice, s/he is the liaison between local communities and the organization and helps to ensure that the organization understands and respects the needs of stakeholders at community level, while also helping to facilitate positive relationships. The position is the link between local and national level advocacy for change in the criminal justice sector.
MAIN RESPONSIBILITIES OF THE JOBS
Managerial / Supervisory/ Operational Responsibilities or roles:
<ul>
<li>Develops and leads the implementation of IMLU’s network and community strategies and ensures they are adhered to;</li>
<li>Maintains a calendar of outreach activities, including community events, workshops, appearances and other communication opportunities;</li>
<li>Nurtures new and old relationships with collaborative partners especially social justice centres, community-based organisations and other human rights organizations involved in the anti- torture campaign;</li>
<li>Actively participates and represents the organisation in various networks/platforms and movements and provide information about the organization’s mission, programs, and activities;</li>
<li>Collects feedback from members of the community about their needs and concerns, which may be used to develop new programs or improve existing ones;</li>
<li>Works with the M and E officer to collect data about community needs to identify areas where the organization can have the greatest impact;</li>
<li>Schedules regular outreach programmes in the community and educates employees on community responsibility;</li>
<li>Supports the finance team to prepare an annual budget for community outreach activities;</li>
<li>Supports in planning and implementing community engagement activities such as surveys, focus groups, and public forums;</li>
<li>Coordinates the organization’s participation in civic events, such as demonstrations, protests, peaceful walks, etc; and</li>

Networks and Community Engagement – Technical Lead

JOB PURPOSE
The purpose of the position is to provide leadership in the Human Resource, procurement and general administrative function of the organisation.
MAIN RESPONSIBILITIES OF THE JOBS
<ul>
<li>Managerial / Supervisory/ Operational Responsibilities or roles:</li>
<li>Responsible for management of all Human Resources Records and data;</li>
<li>Drafts all HR and administration letters while managing incoming and outgoing correspondences;</li>
<li>Manages all IMLU’s office administrative functions;</li>
<li>Manages leave schedules and leave administration for all staff;</li>
<li>Ensures registration of new employees to Insurance medical schemes and updates the medical scheme database including processing staff badges and business cards for all employees;</li>
<li>Ensures that all new staff members bring all the required information to facilitate the opening of a file;</li>
<li>Organises interviews, seminars/training and workshops for the employees;</li>
<li>Provides reports on various aspects relating to staff e.g. turnover rates, exits, and leave numbers to the Head of Finance and Administration;</li>
<li>In consultation with the supervisor, renews all staff contracts and coordinate updating of all Job descriptions;</li>
<li>Assists in the implementation of the IMLU’s welfare programs;</li>
<li>Supervises preparation of office tea and all outsourced cleaning personnel to ensure a safe and healthy work environment as per OSHA requirements;</li>
<li>Reserves and books cabs for staff, Board members and stakeholders and ensure effective and efficient use of contracted hired cabs;</li>
<li>Supports in arranging Board Members’ files before board meetings and ensures their safekeeping;</li>
<li>Orders required goods and services as advised and approved by the procurement Committee and as per the procurement policy;</li>
<li>Handles and ensures timely replenishment of petty cash;</li>
<li>Ensures strict adherence to the procurement policies and procedures including the thresholds set there in on approvals and purchases;</li>
<li>Ensures that all office utilities are paid promptly and maintains a rapport with the suppliers and ensures there are no outstanding invoices pending;</li>
<li>In consultation with the supervisor, ensures that office equipment and stationery) are promptly requisitioned and supplied;</li>
