The incumbent will report to the MHPSS coordinator and the Kakuma Education Officer and work in collaboration with program staff. Psychosocial Support Assistant

Operational Context/Role
<ul>
<li>The Country Human Resources Officer (CHRO),under the supervision of the Country Director (CD) and in close collaboration with the International Human Resources Officer, will be responsible for ensuring that Human Resource administrative function in country and at the project offices are effectively managed and there is consistency in application of policies and procedures. The CHRO will share best practice and ultimately promote the welfare of JRS staff in Kenya in close collaboration with the Project and Country Directors.</li>

Human Resources – Recruitment, retention, and separation.

<li>Provide support to hiring managers during staff recruitments and selection processes by promptly advertising, screening candidates and short-listing through to orientation and probation.</li>

Day-to day Administration.

<li>Keep up to date all HR staff data and produce human resources-related statistics/reports.</li>

Country Human Resource Officer

The main responsibilities of the position

Country Resource Mobilisation Strategy

<li>Develop a multi-year resource mobilisation strategy for JRS Kenya</li>

Duties and responsibilities of Secondary Education Coordinator
The individual recruited for this position will be expected to carry out the following duties:

Survey on prevalence of disability among the children and youth under 23 years in Turkana West Sub-County including Kakuma Refugee Camp and Kalobeyei Integrated Settlement.
<h2>1. Background</h2>
The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in September 1983 and now has a presence in over 56 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs. In Kenya, JRS has two projects: an urban refugee project in Nairobi focusing on Education, Livelihoods and Mental Health and in Kakuma Refugee Camp focusing on Secondary Education, Inclusive Education, Livelihoods and Protection.
The last census estimated that around 2.2 per cent of the population (0.9 million) Kenyans live with a disability which is most likely an underestimation. In Turkana West Sub-County 2,395 persons with disability were identified excluding refugees (KNBS 2019). According to UNHCR ProGres V4, there are an estimated 2011 (852 (female, 1159 male) children with disability (CWD) in Kakuma Refugee Camp and Kalobeyei Integrated Settlement. However no comprehensive assessment has been undertaken to determine the exact number of CWDs including their barriers in accessing basic services such as education, employment and protection and having dignified stay.
Globally, children and young people with disabilities have been among the most excluded from all levels of education – a situation that is compounded during emergencies and protracted crises. Ensuring a disability-inclusive education in emergency contexts is key to preventing or stopping the exclusion of children and young people with disabilities from their right to quality education. To ensure no child is left behind including out of school adolescents and youths, even in the most difficult circumstances, it is important to have high-quality data that accounts for all children. However, the scarcity of reliable data, particularly in low- and middle-income countries (Including in Turkana West sub-county (both host and refugee), can prevent the fulfillment of this obligation. Little is known about the number and characteristics of children with disabilities. Even less is known about their living conditions and quality of life, or the barriers they face in accessing education, protection, safe environment, health, nutrition, social services, and skills for employment and or self-employment.
Jesuit Refugee Service (JRS), United Nations International Children’s Emergency Fund (UNICEF) and United Nations Higher Commissioner for Refugees (UNHCR) in collaboration with the Ministry of Education and National Council of Person with Disabilities are seeking for an experienced consultant/team of consultants to conduct a disability survey to establish and map out disability domains of children and youth below 23 years in Turkana West Sub-County including Kakuma Refugee Camp and Kalobeyei Integrated Settlement including their access to education, protection and employment opportunities. Findings from this survey will be used for programming purposes, targeting the most urgent needs and priorities to support access to quality education for children with disabilities.
<h2>2. Objective of the Study</h2>

<li>Determine the prevalence of disability among children and youth aged 23 years and below in Turkana West Sub-County including Kakuma and Kalobeyei settlement disaggregated by; sex, age, nationality, language, location, education level and type of difficulties.</li>
<li>Identify barriers to access to education, employment and entrepreneurship opportunities for children and youth with disabilities including their protection needs and risks in Turkana West Sub County including Kakuma and Kalobeyei.</li>

Activities and Specific Tasks
Under the supervision of the Inclusive Education Coordinator, with support of the technical team the consultant is expected to provide the key deliverables of the consultancy with timelines:

<h2>4. Qualifications</h2>
JRS is looking for an individual consultant or consultant team with the following qualifications and specify the roles and function of each member.

<li>Advanced university degree (master’s degree) in Education, social sciences, social work, policy, public administration, international development, psychology or another relevant field in disability inclusion and human rights.</li>
<li>At least 5 years of relevant working experience (Lead consultant) in research and analysis assessment in disability sector with demonstrated experience in protection and policy recommendations. The applicant is required to submit copies of previous relevant publications and research.</li>
<li>Sound reputation in the field of research with good capacity and experience in research, policy, and implementation of programs.</li>
<li>Previous working experience and knowledge of disability-inclusion</li>

The contract will be on a lumpsum basis, and the consultant will be entitled to remunerations upon submission of the deliverables as per agreed schedule. Payments will be based on the schedule stipulated in the contract. The contractual details of the assignment will be reflected in the contract to be signed between the consultants and JRS. The consultant will also sign a Code of Conduct with UNICEF and UNHCR.

Regional Education Coordinator (REC) - Eastern Africa Region

ROLE PURPOSE
This position will provide technical oversight and implementation of comprehensive PSS-focused intervention across the sectors that JRS serves including Protection, Inclusive Education, Secondary Education and Post-Secondary Education. The incumbent will report to Protection Coordinator and will work in collaboration with the other program staff.
ROLES AND RESPONSIBILITIES
<ul>
<li>Design, plan and implement structured recreative and support programs that promotes cohesiveness among the Safe Shelter residents including women and children.</li>
<li>Works with sunshine teachers and vocational trainers to provide academic, recreational and social skills programming to the school age children/young adults and women in the shelter.</li>
<li>Creates a group environment that promotes and expects positive behavioral norms. Help create a safe-haven for children, youth and women living within the safe shelter setting.</li>
<li>Develop and implement age appropriate activities and programs.</li>
<li>Ensure that women at the safe shelter engage in meaningful activities during their stay at the shelter</li>
<li>Documents monthly participation and outcomes; analyzes results and prepares recommendations.</li>

Psychosocial Support Officer

Background
Organizational Context
The Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.
The main services provided are in the field of education, emergency assistance, and psychosocial support and livelihood activities. Currently, more than 999,518 individuals are direct beneficiaries of JRS projects.
Operational Context/ Role
Kenya hosts some of the largest and oldest refugee populations in East Africa. The country offers great potential for social and economic integration but long-term political instability in neighbouring countries and limited visible dividends for host communities is increasing pressure to find durable solutions for refugees.
The Jesuit Refugee Service has been working in Kenya for over 26 years and serves refugees in both urban (Nairobi), camp (Kakuma) and Settlement (Kalobeyei) settings. JRS Kenya provides services such as: education and livelihood, mental health and psychosocial support, emergency assistance, advocacy and reconciliation.
Under the supervision of the Regional Director, the Country Director (CD) is responsible for all JRS activities in the country. The incumbent will manage a team of professionals, including but not limited to, the Country Officers (Finance, HR, Programmes, Logistics) who along with the CD make up the Country Management Team (CMT) and the Project Directors.
The Country Director will guarantee the efficient and effective management of the JRS Country Office while respecting and implementing JRS processes and guidelines. S/He will provide the strategic vision and leadership for the country programmes and will be responsible for ensuring the design and delivery of quality programmes, donor and government relations, fundraising and budget management, safety, security and operations management, compliance and risk management and developing a motivated and professional team.
As a member of the Regional Senior Leadership Team, he/she will contribute to strategic development and delivery of international programming, in both humanitarian and development contexts, in line with JRS' mandate, strategy and theory of change.
The Country Director will work in close collaboration and interface with the Regional Office (RO) and the International Office (IO) departments as well as contribute greatly to the development of the JRS Eastern Africa Leadership Team (ELT).
