Duties and Responsibilities:
Financial and administrative management of the library services and facilities
<ul>
<li>Carry out development and maintenance of inventory of library resources distributed to public libraries and national library in Kenya</li>
<li>Identify and recommend areas of research, and draft concept papers and policies on library matters for approval</li>
<li>Monitor and advise the organization on emerging trends on cataloguing, classification, indexing, abstracting, and creating user profiles</li>
<li>Provide information literacy which involves training library user on how to search information from various sources in different formats</li>
<li>Participate in the acquisition of books produced in and outside Kenya and such other materials and sources of knowledge necessary for a comprehensive national library</li>
<li>Participate in campaigns for the eradication of illiteracy</li>
<li>Implement budgets for library stock in terms of books, software, furniture and equipment</li>
<li>Liaises with international and national organizations on professional matters relating to the mandate of knls</li>
<li>Oversee collection of revenue through membership fees, book borrowing fees and library fines</li>
<li>Resource mobilization in support of library programmes</li>
<li>Initiate strategic partnerships with development partners in support of various activities in ICT and other capital development of the institution</li>
<li>Initiates disciplinary issues/matters for the unit and undertake activities that promote discipline, employee relations, and engagement</li>
<li>Promote acquisition of ISBN to local publishers/authors</li>
<li>Oversee the security of Boards assets</li>
<li>Develop a database for authors/publishers in their jurisdiction </li>
</ul>
Qualifications and Experience:
<ul>
<li>Bachelor’s degree in Library Studies/Information Science or any other equivalent qualification from a recognized institution </li>
<li>Master’s degree in Library Studies/Information Science from a recognized University will be an added advantage</li>
<li>Three (3) years working as a Senior Librarian in a busy Public/National Library Services</li>
<li>Management Course lasting not less than four (4) weeks will be an added advantage</li>

Principal Liberian

Duties and Responsibilities:
The Director will:
<ul>
<li>Be the Chief Executive Officer (CEO) of the Kenya National Library Service and be responsible for the day to day operations of the organization.</li>
<li>Provide leadership in the development and strengthening of a nation-wide network of library system that will facilitate efficient delivery of information services to all communities.</li>
<li>Establish and maintain collaboration with key local and international partners in the provision of information services to the Kenyan community.</li>
<li>Facilitate implementation of the appropriate legislation to enable knls Board to achieve its mandate</li>
<li>Provide leadership in the development of the profession of librarianship in the country in line with mandate of knls.</li>
<li>Prepare annual budgets, establish proper internal controls and grant approvals to incur expenditure</li>
<li>Be responsible for the execution and communication of the Board’s strategies, decisions and policies and be the link between the Board and its employees</li>
<li>Put in place effective administrative structures, processes and systems.</li>
<li>Direct and coordinate research activities of knls and its services and liaise with national and international organizations on library and related matters.</li>
<li>Be the Board’s Advisor on all professional matters and perform other duties as may be directed from time to time by the Board.</li>

Qualifications and Experience
Knls is a parastatal with branches all over the County. The CEO of knls is a position with high responsibilities that require sound academic and professional qualifications coupled with extensive experience in the field. Applicants must have the following qualifications:
<ul>
<li>Master’s Degree in Library Information Science / Library Studies / Management / Information Technology/Development Studies or its equivalent from a recognized Institution with at least ten (10) years of continuous service and work experience, five (5) of which must be in a senior management level in a large organization.</li>
<li>PhD in Library and Information Science or its equivalent will be an added advantage.</li>
<li>Professional knowledge and competence in the Management of Library Services.</li>
<li>Work experience in a National or Public Library environment will be an added advantage</li>
<li>Proven literacy in ICT applications.</li>
<li>Knowledge of Kenya Government financial and operational procedures.</li>
<li>A member of Kenya Library Association and in good standing.</li>
<li>Strong interpersonal and communication skills.</li>
<li>Training on SLDP (Strategic Leadership Development Program) will be an added advantage.</li>
<li>Meet the requirements of Chapter (6) of the Constitution and should not have any present or previous litigation with the knls Board.</li>
