Teaching at the Right Level

The Regional Manager PD&amp;T at TaRL Africa plays an integral role in supporting the management and delivery of the technical aspects of the Teaching at the Right Level (TaRL) approach as well as other foundational literacy and numeracy innovations implemented by the organization in SSA. To support the diverse learning needs and operating realities across Eastern and Southern Africa, they should have expertise in growing and managing teams, leading implementation in the region and  improving program delivery and training to ensure high quality literacy and numeracy outcomes.

Duties and responsibilities

Develop deep knowledge and experience of the TaRL approach. (25%)

	<li>Work with the Associate Director to contribute to shape and implement PD&amp;T strategies for PD&amp;T such that training and classroom delivery across the region is optimized and translating into improved learning for children.</li>

Profile

Required Minimum Qualifications:

Manager; Program Delivery &Training(PD&T)

Senior Associate, Grants &amp; Compliance ensures TaRL Africa’s grants adhere to donor rules, financial policies, and legal requirements. Their duties include monitoring all compliances on grants and subgrants including reporting and expenses eligibility, conducting partner capacity building, supporting budget holders in preparing budgets, support budget holders in managing budget burn-rates, donor partners communications, support in reviewing awards and subgrants and ensuring the proper close-out of grants and agreements. This role is cross-functional, working closely with finance, project management, and partner organizations to maintain compliance and financial integrity.

Key responsibilities 
Donor Contract and Compliance Management

	<li>Review and interpret donor agreements (e.g., FCDO, UNICEF, Founders Pledge, Co-Impact, Gates, GPE,) and translate complex terms into clear operational guidance.</li>
	<li>Develop and maintain donor compliance checklists and trackers for each active grant.</li>

Internal Controls and risk management

<ul>
	<li>Work with the Finance and Operations teams to strengthen internal control systems that mitigate compliance risk.</li>
	<li>Proactively participate in Joint Programming Organisational Capacity Assessments and ensure grant management aspects are documented and gaps identified are addressed in consultation with the Finance team.</li>
	<li>Review procurement, travel, and subgrant transactions for compliance with both donor and internal policies.</li>

Partner and Sub-grantee engagements

	<li>Review partner budgets, agreements, and reports to ensure alignment with donor and TaRL Africa standards.</li>
	<li>Develop and standardize templates of contracts/addendums and other relevant agreements for joint programming and sub-granting in compliance with the Sub-Grants Policy, ensuring all documents align with donor regulations and organizational standards.</li>
	<li>Oversee and track the development of sub-grant contracts and memorandum of understanding (MoUs) with monetary value and ensure compliance on terms and conditions as prescribed in the contracts are fulfilled promptly and accurately.</li>
	<li>Assist with any adjustments to sub-grant agreements or MoUs based on evolving project needs, donor guidelines, or compliance issues.</li>
	<li>Conduct partner due diligence and capacity assessments.</li>

Education, Experiences and Qualifications

Teaching at the Right Level (TaRL) Africa is seeking a Numeracy Specialist to serve as the lead on all matters related to numeracy program design and pedagogy across our programs. This critical role is responsible for overseeing the quality, effectiveness, and fidelity of TaRL's numeracy offerings for grades 1-5. The specialist will lead comprehensive reviews of existing content, ensuring all materials are grounded in the latest research, address foundational numeracy skills, and adhere to the core TaRL pedagogical approach.

Primary Duties &amp; Responsibilities

The specialist will be responsible for the following key areas of work:

Technical Oversight and Program Strategy

	<li>Lead Numeracy Strategy: Serve as the strategic lead for all numeracy content, constantly reviewing and proposing improvements to the core TaRL methodology to maximize impact on foundational mathematics skills.</li>
	<li>Ensure Curriculum Quality and Fidelity: Conduct regular, comprehensive reviews of all TaRL numeracy teaching/learning materials to ensure they support the core principles of the TaRL methodology (e.g., assessing children accurately, targeted instruction- taking into consideration the context of the program) and are being implemented with quality and fidelity.</li>
	<li>Ensure curriculum alignment: grades 1-2 require much less remediation and more alignment with the curriculum to ensure learners acquire concepts and skills that set the foundation for math in higher grades.</li>
	<li>Foundational Skills Mastery: Ensure that TaRL's numeracy content robustly covers all critical early numeracy outcomes (CENOs) and addresses the learning progression required to build strong foundational math skills (number sense, subitising, operations, place value, etc.).</li>

Content Review and Development

	<li>Evidence-Based Revisions: Initiate and manage the revision of key content and instructional materials (teacher guides, session templates, activity books) based on rigorous analysis of learner progression data and teacher feedback.</li>
	<li>Research Integration: Systematically review and integrate findings from academic research, particularly in early grades math and structured pedagogy, into TaRL's material design.</li>
	<li>Documentation of Change: Ensure all material changes are meticulously documented with clear justifications (before vs. after) to provide a transparent audit trail for partners and researchers.</li>

Collaboration and Research Linkage

	<li>Research Partnership: Serve as the technical link between the Program Design team and the Research, Learning &amp; Evaluation team, translating research questions into pedagogical design choices and ensuring materials are suitable for rigorous field testing and evaluation.</li>
	<li>Cross-Country Alignment: Work closely with Country Teams to contextualize and adapt core numeracy materials to specific national curricula while maintaining pedagogical fidelity.</li>

Qualifications and Competencies

	<li>Education: Master's degree required (or equivalent qualification/experience) in Education, Mathematics Education, Developmental Psychology, or a related field, with a documented focus on Early Grades Numeracy/Mathematics and foundational learning. D. with a Post-Doctoral fellowship is highly desirable.</li>

The Director oversees multiple sub-teams, fosters collaboration across the organization, and ensures our work delivers measurable improvements in foundational learning.

Role Purpose

The Program Management &amp;  Impact Lead is a senior member of the Programs team, responsible for driving continuous program improvement and fostering an organizational culture of learning and evidence use. The Program Management &amp;  Impact lead is responsible for ensuring that we are always improving the program effectively to meet our mission of improved foundational learning for all. They will act as a key bridge between evidence and implementation.

The Communications Associate will play a key role in implementing TaRL Africa’s communications strategy by amplifying our work across the continent through compelling professional writing and storytelling, content development, and digital media. The role is ideal for a communications professional who is creative, bilingual, detail-oriented, and passionate about education and equity.

You will support both internal and external communications efforts, including media engagement, digital strategy, and production of high-quality written and visual content. You will also help manage our digital platforms, liaise with country teams, particularly Francophone offices, and ensure consistent messaging across all materials.

Manage measurement, monitoring and review (MMR) across core countries of operation and in partner NGO-led programs MMR at TaRL Africa means setting up tools and processes to generate quality program data through the government systems and empowering implementation teams to review and use data to better support the programs.

Lead and coordinate nimble learning studies across programs to learn about program quality and implementation TaRL Africa believes in adaptive learning and improvement of programs in the pursuit of making the TaRL programs more effective and owned by governments. In addition to rigorous research and evaluations to build on the already strong evidence for TaRL, we regularly conduct such nimble learning studies (quickly executed, typically within a quarter) to better unpack program challenges and identify ways to strengthen.
