Communications Manager

Personal Assistant to the Executive Director

Reporting to the ZAF MEL Manager, the MEL Officer will oversee Monitoring Evaluation and Learning activities for the ALiVE program in Isiolo County and support partners in execution of the program in accordance with accepted targets and quality standards. S/he will also be responsible for providing capacity building to program partners on monitoring and evaluation of activities as well as reviewing and developing necessary tools that feed into the needs of ALiVE program and donor reporting requirements.

Specific roles and responsibilities (Not limited to);

<ul>
	<li>Lead partner coordination and collaboration in the design and implementation of monitoring, evaluation and learning components under ALiVE program in Isiolo County. </li>
	<li>Support in refining ALiVE program logic and approaches, including contributing to intervention designs, theories of change, sector strategies and regularly reviewing MEL frameworks to adequately incorporate MEL considerations into ALiVE program.</li>
	<li>Work closely with the MEL Manager, to plan, coordinate, and supervise assessments and evaluations for the program. This will entail development of Scopes of Work, survey tools, training and management of data collectors, report writing and facilitating results discussion.</li>
	<li>Work with the MEL Manager and ALiVE Kenya Manager to ensure that activities are implemented on plan, through regular planning and review meetings.</li>
	<li>Regularly document and share learnings from program implementation including maintaining an up-to-date database on progress and achievements of targets</li>
	<li>Produce advocacy products including policy summaries and briefs, factsheets, blog posts, articles on work related to life skills and values in Kenya.</li>
	<li>Facilitate regular reflection and analysis of program monitoring information that feeds into programming and learning.</li>
	<li>Support the process of testing and adopting relevant technologies for improving the efficiency of the program’s MEL function.</li>

Monitoring Evaluation and Learning Officer

ZAF seeks to strengthen her Operations Directorate by recruiting an Operations Director to oversee the overall leadership of all aspects of finance, human &amp; IT resource management, procurement and administration, nurturing a sense of collective ownership for sustained growth, financial health, and impact. The Director of Operations will act as the Chief Operating Officer (COO) for the organization, responsible for coordinating the formulation, execution, tracking and performance monitoring of the ZAF overall strategy. A key deliverable will be to ensure that ZAF programs are executed efficiently, effectively, and in alignment with the stated strategic goals and organization policies. The ideal candidate will be a dynamic leader with experience in operations management, strategic planning, financial management and team development within a fast paced environment, preferably in the not-for profit sector.

Responsibilities

Finance (25%)

Program Management Support

<li>Provide program and administrative support to the Director of Programs in the preparation of various program documents, such as work plans, budgets, reports, and proposals on program implementation arrangements.</li>
<li>Under the guidance of the Director of Programs, assemble briefing materials and prepare power-point and other presentations for the program unit.</li>
<li>Identify sources and gather and compile data and information for the preparation of documents, guidelines, organizational reporting, and other material as required.</li>

<li>The Administration and IT Assistant will provide effective support and assistance to the team to ensure smooth program implementation in line with Zizi Afrique Foundation rules and regulations.</li>
</ul>
Key Responsibilities / Duties / Tasks
<ul>
<li>Assist the program team in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking and imprest retirement.</li>
<li>Support relevant officers to ensure that requests and payments are made and captured correctly by keeping track of the requests and payments.</li>
<li>Promptly handle assigned issues and tasks through internal systems.</li>
<li>Serve as an administrator for all tasks within the Administration Unit including recording minutes and arranging schedules of events.</li>
<li>Maintain office security at a high level.</li>
<li>Maintain an up-to-date inventory record of control for all office equipment and keep a record of issuance to and returns by staff.</li>
<li>Maintain Fixed Assets register for the office, record disposal and additions in the asset register.</li>
<li>Act as the local IT Systems Officer, providing support and first line response to general IT enquiries from users.</li>
<li>Effectively escalating ICT related issues to the Senior IT personnel when providing first line support to users.</li>
<li>Undertaking regular preventive ICT maintenance to office equipment.</li>
<li>Train new users on basic network and software skills, software updates, and new systems.</li>
<li>Provide direct, over the phone or remote troubleshooting of end-user desktop, equipment, application, device communication and connectivity issues in a timely manner.</li>
<li>undertaking regular and ad hoc approved upgrades to the system; Support and promote effective use of a wide range of IT hardware including desktops, laptops, printers, and video conferencing equipment.</li>
<li>providing ICT related administrative tasks including keeping ICT hardware/software inventory up-to-date and relevant ICT documentation records.</li>
<li>Maintain shared drive and act as the contact person with Internet Service Providers.</li>
</ul>

Academic Qualifications
<ul>
<li>Bachelor’s degree in Business Information Technology, Computer Science, Business administration, or any other relevant field.</li>
<li>Professional Qualifications / Membership to professional bodies</li>
<li>Previous relevant work experience required.</li>
<li>At least 3 years relevant experience with adequate knowledge in the development and management of databases, administration and communication systems and an awareness of new technology that may improve delivery.</li>
<li>Proficiency in network and information systems administration.</li>
<li>Strong administrative skills, organizational skills, and attention to detail.</li>
<li>Ability to plan and organize activities and events.</li>
<li>Proficiency in the use of Microsoft Office applications and ability to develop and manage systems and software applications for use as management tools.</li>
<li>Must have good writing and analytical skills.</li>
<li>Using a service management system, Windows operating systems, Microsoft Office packages, Audio/video technology support and Anti-virus systems.</li>

Administration And Information Technology (IT) Assistant

Operational Responsibilities / Tasks Planning/Preparation
<ul>
<li>Create or select short- and long-range plans based on the curriculum requirements, student profiles and instructional priorities.</li>
<li>Identify specific intended learning outcomes that are challenging, meaningful, and measurable.</li>
<li>Plan and prepare a variety of learning activities considering individual student’s culture, learning styles, special needs, and socio-economic background.</li>
<li>Develop or select instructional activities which foster active involvement in the learning process.</li>
<li>Identify, select and modify instructional materials to meet the needs of students with varying backgrounds, learning styles and special needs.</li>
<li>Assist in assessing changing curricular needs and plans for improvement.</li>
</ul>
Assessment/Evaluation
<ul>
<li>Develop and use assessment strategies, traditional and alternative, to assist the continuous development of learners.</li>
<li>Analyze and identify reading problems.</li>
<li>Interpret data including but not limited to standardized and other test results for diagnosis, instructional planning and program evaluation.</li>
<li>Assist teachers in selecting, administering, and evaluating results of screening, diagnostic, and progress assessments.</li>
</ul>
Portfolio/Program Management &amp; Oversight
<ul>
<li>Serve as the Contracting/Agreement Officer’s Representative Activity Manager for the learning and education quality improvement activities.</li>
<li>Provide overall technical guidance and oversight to education quality improvement education activities in the portfolio, including providing technical direction to partners; monitoring activities through regular site visits; review of annual work plans, progress reports, and technical reports; review of technical approaches and strategies; ensuring compliance with USAID guidelines and other established  guidelines, policies and procedures; tracking expenditures and accruals against obligations, making recommendations to implementing partners to increase project impact and enhance sustainability and reporting on project results.</li>
<li>Direct, coordinate, and monitor activities necessary to attain specific results. Engage with implementing partners, and county government to assess the progress of activities towards achieving results and ensure that activities within the project portfolio are on track to meet time-bound targets, and if they are not, lead corrective actions with the necessary group of partners to get them back on track.</li>
</ul>
Job Competencies (Knowledge, Experience and Attributes / Skills). Academic Qualifications
<ul>
<li>Bachelor’s degree in education or a related field and 7 years of relevant work experience.</li>
<li>Previous relevant work experience required.</li>
<li>Bachelor’s degree in education or a related field.</li>
<li>7 years’ experience on donor-based programming.</li>
<li>Prior experience working with USAID partners or other donor partners is preferred.</li>
<li>The Education Specialist must have experience in program design, management, and implementation of education programs in developing countries.</li>
<li>A high degree of technical knowledge in improving the quality of education and learning outcomes is required. Prior experience working in early years grade reading or learning preferred.</li>
<li>Can analyze programming issues and to develop a way to solve them; excellent writing and speaking skills; good interpersonal skills, including an ability to work as a member of a team, build consensus, provide leadership, and effectively coordinate with internal and external stakeholders in a multi-cultural setting.</li>
<li>S/he must be able to organize work, develop schedules, and meet deadlines.</li>
