Job Purpose:

The Strategy and Planning Manager will be responsible for coordinating the strategy formulation, execution; strategic planning and performance management, monitoring and evaluation, risk and quality management systems in the Institute.

Requirements:

  • A minimum period of ten (10) years relevant work experience and at least three (3) years in a supervisory position;
  • Master’s Degree in any of the following fields: Economics, Statistics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
  • Bachelor’s degree in any of the following fields: Economics, Statistics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
  • Leadership Course not lasting less than four (4) weeks from a recognized institution;
  • Member of professional body in good standing where applicable;
  • Demonstrated high standards of professional competence and managerial ability;
  • Proficiency in computer application skills; and
  • Fulfills the requirements of Chapter Six (6) of the Constitution.

Key Duties & Responsibilities

  • Oversee development, implementation and review of procedures, standards, guidelines and protocols related to strategy and planning services;
  • Spearhead the development, execution, evaluation, reporting and review of the Institute’s Strategic Plan;
  • Initiate and supervise corporate, business and Institute’s performance contract reviews, and recommend strategic interventions;
  • Monitor the implementation of Institute’s policies, standards, guidelines and procedures;
  • Offer technical advice in matters pertaining to Strategy and planning;
  • Develop internal monitoring, evaluation and reporting system;
  • Oversee monitoring, evaluation, verification, analysis of work plans, and progress reports;
  • Cultivate a risk management culture to ensure all material risks are identified, analyzed and mitigated;
  • Coordinate the development of risk management tools;
  • Oversee assessments and implementation of the strategic risk management plan;
  • Coordinate and guide the Board on management approach of risk appetite and tolerance;
  • Oversee performance management in the Institute with key focus on the Institute’s Scorecards;
  • Guide identification and implementation of institutional flagship projects geared towards realization of Vision 2030, Sustainable Development Goals (SDGs) and other national strategies;
  • Coordinate the development and compilation of periodic performance reports;
  • Articulate the Institute strategic priorities through planning, monitoring and evaluation of new and ongoing projects and strategic initiatives;
  • Develop change-management programs within the Institute; and
  • Facilitate training and research in the division.
