PFM Consultant

We are seeking a highly experienced and motivated PFM Consultant to join our dynamic team. The ideal candidate will possess a deep understanding of development economics and public finance management (PFM), coupled with proven experience working with African Ministries of finance or major donor organizations that provide technical assistance to Ministries of finance. This role requires a minimum of five years of relevant professional experience.Key responsibilities:Economic Analysis & Strategic Reporting: Conduct rigorous quantitative analysis on macro-economic trends and public finance issues. You will prepare high-quality, policy-relevant briefs and presentations that translate complex data into actionable advice for senior government officials.PFM Diagnostics and Technical Assistance: Lead the design of reforms across the entire budget cycle, including:Medium-Term Expenditure Frameworks (MTEF) and the expenditure chain.Revenue generation and Domestic Resource Mobilization (DRM) and fiscal space analyses.Fiscal decentralization and innovative financing.Budget tagging for cross sector thematics.Open Budget/TransparencyStakeholder Engagement: Act as a high-level advisor and interlocutor with senior government counterparts and major donor representatives (e.g., World Bank, AfDB, EU).Business Development & Bidding: Proactively identify opportunities and lead the preparation of competitive technical and financial proposals.
