Under the overall supervision of the Deputy Regional Director-Management and direct supervision of the Regional Financial Comptroller, and in close coordination with the Senior Programme Manager – Immigration and Border Governance (IBG), the Department of Financial and Administrative Management (DFAM) at Headquarters (HQ), the Global Shared Services Centre (GSSC) in Manila, the Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the UK Home Office funded Regional Counter-Smuggling Programme (RCSP) in Somalia, Kenya, Ethiopia and the Regional Office in Nairobi, Kenya.Responsibilities and AccountabilitiesProvide support to the Regional Financial Comptroller in monitoring the financial management for the UK HO-funded Regional Counter-Smuggling Programme, including the oversight of financial expenditure and accountability.Undertake preliminary financial analysis, in close coordination with implementation Missions, for the programme, monitor budget control processes, and follow up on the implementation of effective internal controls and the design and functioning of the financial resources management system.Provide technical support to the Programme’s Project Managers in implementing missions in the region, as well as the regional Programme Coordinator in the RO, throughout the project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements.In coordination with implementing missions, ensure that accounting data related to the UK HO project is properly entered into the ERP system, in accordance with IOM’s financial rules, regulations and practices, and ensure the maintaining of accurate financial records, including electronic and hard copies of all financial supporting documentation.Schedule and coordinate regular meetings with project managers and finance...
