Project Context and Scope
In Kenya, the National Climate Change Action Plan (NCCAP) serves as the primary framework for implementing Kenya's climate commitments, including the Nationally Determined Contributions (NDC), Long-Term Low Emissions Development Strategies (LT-LEDS), and National Adaptation Plans (NAPs). The NCCAP III (2023–2027) outlines eight priority areas for climate action, specifying both adaptation and mitigation measures, alongside enabling actions such as policy development, capacity building, technology and innovation, climate finance, and robust monitoring and reporting mechanisms.
The Ministry of Environment, Climate Change, and Forestry has initiated the process to review the NCCAP III and develop NCCAP IV. In this context, IOM will support the Ministry of Environment, Climate Change, and Forestry in reviewing the NCCAP III and drafting inputs for NCCAP IV, with a particular emphasis on human mobility, including migration, displacement and planned relocation.
This consultancy is commissioned by the CLIMATE CHANGE AND MIGRATION DATA PROGRAMME which contributes to improved evidence-based migration management and reduced risk of irregular migration and displacement occurring, in the context of disasters, climate change and environmental degradation in countries of origin, transit and destination along key migration corridors in North, East, and West Africa.
Organizational Department / Unit to which the Consultant is contributing
The selected consultant will work under the overall supervision of the Head of Programmes and Policy Development and under the direct Supervision of the Project Coordinator (ELEVATE) at the International Organization for Migration (IOM) in Kenya, with technical guidance from the Department of Climate Change (Ministry of Environment, Climate Change, and Forestry) and in close coordination with the national lead consultant. The consultant is also expected work in coordination with the national consultant leading the NCCAP process.
Tasks to be performed under this contract
1. Submit a work plan outlining methodology, key desk review resources, stakeholders to interview, in line with the overall NCCAP III review process led by the lead consultant. Collect preliminary data from primary and secondary sources to support the development of the NCCAP III progress report outline. (3 days).
2. Based on the approved work plan and the planned progress report outline, review the NCCAP III (NCCAP 2023–2027) to assess the integration of human mobility, including migration, displacement, and planned relocation related to climate change. Identify gaps, challenges, opportunities and good practices in integrating issues related to human mobility, including migration, displacement and planned relocation within the NCCAP III. Participate in stakeholder consultations as required in coordination with the lead consultant. Submit an assessment report which will feed into drafting the implementation status report of the NCCAP III. (10 days).
3. Develop actionable and relevant policy recommendations to strengthening incorporation of human mobility and enhancing policy responses of climate mobility in the NCCAP IV. Incorporate feedback and suggestions in the policy recommendations and present key findings and incorporate feedback for validation. (7 days).
